Is the Hanfu Festival the same as the Qingming Festival?

No, it's not.
The Hanfu Festival is not the same as the Qingming Festival.

Hanfu Festival: It is on the 105th day after the winter solstice in the lunar calendar, one or two days before the Qingming Festival. At first, it was a festival when people did not light fires and only ate cold food. In the later development, it gradually added customs such as tomb sweeping, spring outing, swing, cuju (ancient football), and chicken fighting. The Hanfu Festival lasted for more than two thousand years and was once called the largest memorial day in Chinese folk tradition. The Hanfu Festival is the only traditional Chinese festival named after a dietary custom.
The Hanfu Festival is one or two days before the Qingming Festival, so our Hanfu Festival is not the same as the Qingming Festival.

Is it the Hanfu Festival or the Qingming Festival that people visit graves on?

Whether it is the Hanfu Festival or the Qingming Festival, it is possible to visit graves on both days.
In ancient China, the main custom of the Qingming Festival was to go out for a spring outing, while the Hanfu Festival was the day for tomb sweeping and visiting ancestors.
In ancient times, the Qingming Festival was only a solar term, and because it was close to the Hanfu Festival, it usually fell on the second day after the Hanfu Festival. Therefore, when people had a holiday on the Hanfu Festival, they naturally took a holiday together with the Qingming Festival. Thus, people often referred to both festivals together, which can be seen in Tang and Song poetry. For example, the Tang poet Bai Juyi's poem "Funeral Songs on Cold Food Day": "Crows caw and magpies cry among dark trees, who weeps at Qingming and Cold Food Days? Wind blows paper money flying over the vast wilderness, ancient tombs are covered with green spring grass. Pear blossoms reflect on poplar trees, all places of life and death separation. Deep in the grave, no sound of crying is heard, and the evening rain brings people back." This shows the use of both festivals together.
It was not until the Republic of China period that the Republic government issued an order to set Qingming Festival as a festival. From then on, the Hanfu Festival gradually faded into the background of the Qingming Festival, and the Qingming Festival became the festival for ancestor worship. After the founding of the People's Republic of China, in 2007, the "National Holidays and Memorial Day Holiday Regulations" were promulgated, officially making Qingming Festival a statutory holiday, with one day off. As a result, more and more people have gradually lost awareness of the Hanfu Festival.
So, in ancient China, the main time for tomb sweeping was during the Hanfu Festival, while the Qingming Festival was just a day for spring outings.
Although the two festivals have gradually merged, whether it is the Qingming Festival or the Hanfu Festival, people can visit graves on both days.
