The Qi army climbed the Taihang Mountains, while Luancheng returned from Quwo, attacking and entering Jiong. Jiong was unprepared, and Duke Ping of Jin wanted to commit suicide. Fan Xianzi stopped the duke and led his troops to attack Luancheng, who was defeated and fled to Quwo. Quwo attacked Luancheng, who died, and the Lu clan was destroyed. So he went to see Fan Huanzi and advised him, "I heard that those who govern the country well do not over-reward nor abuse punishment. Over-rewarding might allow wicked people to benefit, while abusing punishment might involve virtuous people. We should rather over-reward wicked people than let virtuous people be punished by excessive punishment. Therefore, Yao executed Gun on Yushan but promoted his son Yu. The Zhou dynasty executed Guan Shu and Cai Shu but appointed Zhou Gong as prime minister. This is the way of not abusing punishment." After listening to Qi Xi's words, Fan Huanzi immediately ordered the officials to release Yangshe Xi.
